On October 24, 2024, the Hengqin-Macao Government Affairs 24-Hour Self-Service Center, jointly established by the Macao SAR Government and the Executive Committee of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, was officially put into operation at "Macao New Neighborhood". As the eighth government service center of the Macao SAR Government and the first one outside Macao, the center marks a crucial step in the integrated development of livelihood services between Macao and Hengqin. It builds a convenient new service hub for Macao residents working, studying and living in Hengqin, realizing "cross-border government services with one-stop application and collection".
As the developer and manufacturer of the core intelligent equipment for the center, IST actively responded to the "Overall Development Plan for the Guangdong-Macao Intensive Cooperation Zone in Hengqin". For this project, we customized and developed self-service application kiosks and self-service document collection kiosks of the "eCabinet" product series, as well as remote service counters of the "eApply" product series, empowering innovation in cross-border government services through technological strength.

eApply Series · Remote Service Counter: A Government Affairs Bridge Breaking Geographic Limits
Residents can connect in real time with frontline staff of Macao government departments via the remote video call function of the service counter, realizing face-to-face business consultation and processing.
The device supports full-process services including identity authentication, document scanning, information transmission, electronic signature and more, fully retaining the experience of traditional counter services.
Meanwhile, it provides one-on-one online guidance. Government staff can offer real-time assistance remotely, which is especially friendly to elderly residents unfamiliar with smart devices, ensuring smooth business handling.
Residents may reserve a time slot through the "Counter Service Appointment" function of Macao One Account or the "Business & Associations Appointment" function of Macao Business & Associations Platform, enabling advance planning and walk-in instant service.

In addition to remote service counters, IST has also provided customized products from the eCabinet Series for the service center:
1. Self-Service Application Kiosk: Enables Macao residents to independently apply for various government services, streamlining processes and improving efficiency.
2. Self-Service Document Collection Kiosk: Supports 24/7 self-service document collection, breaking office hour restrictions and meeting residents' anytime collection needs.

Working in coordination, the three types of equipment jointly establish a full-process self-service system covering "application, processing and collection", enabling Macao residents to enjoy authentic Macao government services right in Hengqin.
Since its launch, the Hengqin-Macao Government Affairs 24-Hour Self-Service Center has become a landmark project for the livelihood integration of Macao and Hengqin. It breaks geographical barriers, allowing residents to handle Macao government affairs at their doorstep without traveling back and forth to Macao, significantly saving time and transportation costs. The 24/7 service model meets the scheduling needs of different groups. Meanwhile, the remote guidance service bridges the "digital divide" for the elderly, actively responding to elderly-friendly development and making government services more caring.
IST will continue to explore new models of "cross-border government services with one-stop application and collection", respond to people's needs through intelligent solutions, and deepen its presence in livelihood services across the Guangdong-Hong Kong-Macao Greater Bay Area. With technological innovation, we will promote the facilitation of cross-border government services and make greater contributions to the integration of Macao and Hengqin as well as the connectivity of the Greater Bay Area.
