Guangdong-Hong Kong-Macao Dual-Licensed Self-Service: Instant Service for Vehicle Owners

In response to the national call for deepening the reform of "streamlining administration, delegating powers, and improving services" and supporting the development of service-oriented public security organs, IST has independently developed the "Integrated Self-Service Kiosk for Guangdong-Hong Kong-Macao Dual-Licensed Vehicle Services" (hereinafter referred to as "SSK"). It has been officially put into use at 12 traffic management service outlets across four regions: Guangzhou, Shenzhen, Zhuhai, and the Guangdong-Macao Intensive Cooperation Zone in Hengqin. The deployment of this equipment has brought brand-new, convenient "walk-in and instant service" experience to dual-licensed vehicle owners in the Greater Bay Area.

With the further development of the Guangdong-Hong Kong-Macao Greater Bay Area, cross-border movement of people and vehicles has become increasingly frequent, leading to a continuous rise in demand for dual‑licensed vehicle services. The traditional window-based service model often requires vehicle owners to queue for long periods, resulting in low efficiency that can hardly meet public expectations. To address this challenge, the Traffic Management Bureau of Guangdong Provincial Public Security Department, together with IST, has jointly developed and launched a new integrated self‑service kiosk for Guangdong-Hong Kong-Macao dual‑licensed vehicle services. It aims to optimize service processes and improve government service efficiency through intelligent means.

Designed to address the frequent service needs of dual‑licensed vehicle owners, this equipment integrates security mechanisms such as identity verification and information encryption to ensure accurate processing and data security. It currently provides on‑the‑spot services for the following items:

- Approval card extension

- Driver information change

- Approval card password change

- Approval card re‑encoding

Vehicle owners only need to follow the on-screen instructions for simple operations to complete services quickly. No queuing or ticket collection is required throughout the process, greatly saving time and cost. In addition, the device supports a combined online and self-service model: vehicle owners may submit applications and complete pre-processing online first, then finalize procedures on the self-service kiosk, achieving seamless integration between online and offline services.

Since the launch of the integrated kiosks, the 12 service outlets in Guangzhou, Shenzhen, Zhuhai and Hengqin have operated smoothly, serving hundreds of people on average each day. Service processing time has been reduced from hours to minutes, truly realizing the goal of "letting data travel more and the public run less errands". Vehicle owners have generally given positive feedback on its simple operation and fast document output. Services that previously required half a day's leave can now be completed independently during short breaks. This innovative measure not only eases the pressure on service windows but also enhances the intelligent level of traffic management services, forming a remarkable "bridge for public convenience" in the connectivity of the Greater Bay Area.
